Chemical and Biological Defense Information Analysis Center

The Chemical and Biological Defense Information Analysis Center (CBIAC) is one of 20 US Defense Department sanctioned Information Analysis Centers (IAC) in the United States and one of 9 IACs under the Defense Technical Information Center. Focused on providing research, information retrieval, and analysis about chemical and biological defense and Homeland Security science and technology information to the US military, as well as to federal, state and local government agencies, the CBIAC also supplies services to private sector government contractors and first responders.

The CBIAC acts as a storehouse of information, stockpiling, organizing, and disseminating data in ways that are easily retrievable and usable by its user population, targeting it for specific applications over a wide range of users, situations, and technologies. Its services are available through three different programs. Offered at little or no cost to authorized users, the Core Program provides basic products, CBIAC information, inquiry and referral services, and current awareness and promotions. On the other hand, the Technical Area Task and Knowledge Management and Development programs are designed to supply specialized analytical and technical work at costs commensurate with the scope, complexity, and duration of each project.

Operated by Battelle Memorial Institute, under contract to the US Department of Defense, Director of Defense Research and Engineering , Defense Technical Information Center , Information Analysis Center (IAC) Program , it is chartered by the US Defense Department (DoD) to provide support in areas of chemical and biological defense and homeland security to include agent and decontaminant properties, detection, protection, decontamination, threats, delivery, and consequence management.

The CBIAC is able to support all aspects of weapons of mass destruction defense for both DoD and Homeland Security users. Support areas of particular interest to the InfraGard community include Chemical and Biological Identification, Counter Terrorism, Decontamination, Dual-Use Technology, Domestic Preparedness, Environmental Fate and Effects, Individual and Collective Protection, Medical Effects and Treatment, Nuclear, Biological and Chemical Survivability, Radiological and Nuclear Defense, Toxic Industrial Chemicals and Materials, and Chemical and Biological Warning and Identification.

The principal CBIAC Core Program services include a range of no cost support, such as responses to technical inquiries in any of our scope areas, newsletter subscriptions, our web site, regular email updates, along with product sales. Although limited to 4 hours of analyst time per inquiry, the CBIAC inquiry program is one of our premier no-cost services. The CBIAC excels at locating and analyzing information, and the inquiry program responds to approximately 900 inquiries each year with usage evenly split between Government agencies and their supporting contractors.

The CBIAC Newsletter is one of our principal outreach mechanisms. Subscriptions are provided to all members of the CBRN Defense and Homeland Security communities at no charge, and approximately 2/3rds of the subscribers are with Government agencies. The newsletters offer a vehicle to inform others of your activities in areas of interest to our community. The content on the CBIAC website, except for our database, is available to all site visitors.

The CBIAC Core Program also maintains a centralized repository of CBRN defense and Homeland Security scientific and technical information. This repository contains approximately 125,000 database records and over 100,000 document holdings in electronic format. The CBIAC welcomes contributions to this repository, and would be happy to work with you on the details.

CBIAC product sales are limited to requestors who meet the requirements of the distribution statement for each item in our catalog. In addition to the two items shown below, the CBIAC offers a range of other products of interest to the InfraGard community. These include portable airlocks for homeland security applications, a dispatcher's guide for weapons of mass destruction incidents, law enforcement guides for chemical and biological incidents, a terminology handbook, a range of chemical, biological, nuclear, and radiological and explosives stimulant training kits, and a mass decontamination guide. The CBIAC product program is also available to you if you need help in managing a controlled distribution item, since the CBIAC will perform that function at no cost to the contributing agency.

The CBIAC's Core Program provides chemical, biological, radiological and nuclear defense and Homeland Security services at little or no cost to authorized requestors from throughout the Defense and Homeland Security communities, while the TAT program offers a competitively awarded, quick, convenient and responsive contract mechanism to support larger scale technical efforts. Dr. King is Deputy Director of the Chemical and Biological Defense Information Analysis Center (CBIAC), and has served in that role for the last 8 years. He has over 29 years of research and development experience, including 22 years of active duty military service, at levels ranging from research scientist to senior program administrator, with over 19 years of that experience in chemical, biological, radiological, and nuclear defense.
